ಜಾಗತಿಕ ಹವಾಮಾನ ಬದಲಾವಣೆಯ ದುರಂತದ ಸಮಸ್ಯೆಯನ್ನು ಗುರುತಿಸಿ, ಸಂಸ್ಥೆಯು ಹವಾಮಾನ ಬದಲಾವಣೆ ಕೇಂದ್ರವನ್ನು ಸ್ಥಾಪಿಸಿತು, ಇದು ಹವಾಗುಣದ ಬದಲಾವಣೆಗೆ ಸಂಬಂಧಿಸಿದ ವೈಜ್ಞಾನಿಕ, ತಾಂತ್ರಿಕ ಮತ್ತು ಸಾಮಾಜಿಕ ಆರ್ಥಿಕ ಮಾಹಿತಿಯನ್ನು ಸಮಗ್ರ, ವಸ್ತುನಿಷ್ಠ, ಮುಕ್ತ ಮತ್ತು ಪಾರದರ್ಶಕ ಆಧಾರದ ಮೇಲೆ ಅದರ ಸಂಭಾವ್ಯ ಪರಿಣಾಮ, ಹೊಂದಾಣಿಕೆ ಮತ್ತು ಉಪಶಮನ ಕ್ರಮಗಳನ್ನು ಅರ್ಥಮಾಡಿಕೊಳ್ಳುವುದಾಗಿದೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಒಪ್ಪಿಸಿದಂತೆ, ಹವಾಮಾನ ಬದಲಾವಣೆಯ ಕುರಿತಾದ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕಾರ್ಯ ಯೋಜನೆ (SAPCC) 1ನೇ ಮೌಲ್ಯಮಾಪನವನ್ನು ಸಿದ್ಧಪಡಿಸುವ ಕಾರ್ಯವನ್ನು ಸಂಸ್ಥೆಯು ಕೈಗೊಂಡಿದೆ. KSAPCC ಯ ವಿವಿಧ ಸವಾಲುಗಳನ್ನು ವಿವರಿಸಿದೆ ಮತ್ತು ರಾಜ್ಯದಲ್ಲಿ ಆಡಳಿತದ ವಿವಿಧ ಕ್ಷೇತ್ರಗಳಿಂದ ಜಾರಿಗೆ ತರಬಹುದಾದ ಕಾರ್ಯಸಾಧ್ಯವಾದ ಕಾರ್ಯಸೂಚಿಯನ್ನು ನೀಡಿದೆ.

 

ಕರ್ನಾಟಕದ ಹವಾಮಾನ ಬದಲಾವಣೆಗಳಿಗೆ ರಾಜ್ಯ ನೋಡಲ್ ಏಜೆನ್ಸಿಯಾಗಿ ಎಂಪ್ರಿ ಸಂಸ್ಥೆಯನ್ನು ನೇಮಿಸಲಾಗಿದೆ. ಸಾರ್ವತ್ರಿಕ ವೇದಿಕೆಯೊಂದರಲ್ಲಿ ಪ್ರತಿಯೊಂದು ಮೂಲೆ ಮತ್ತು ರಾಜ್ಯದ ಮೂಲೆಗಳಲ್ಲಿ ಎಲ್ಲಾ ಹವಾಮಾನ ಸಂಬಂಧಿತ ಜ್ಞಾನವನ್ನು ಆಧಾರವಾಗಿರಿಸುವುದು ಅವಶ್ಯಕ. ಹವಾಮಾನ ಬದಲಾವಣೆಗೆ ಸಂಬಂಧಿಸಿದ ಚಟುವಟಿಕೆಗಳು ಮತ್ತು ಯೋಜನೆಗಳನ್ನು ಕೈಗೊಳ್ಳಲು ಅನುಗುಣವಾದ ಪಾಲುದಾರಿಕೆಯನ್ನು ಸುಲಭಗೊಳಿಸಲು ಸಹಾಯ ಮಾಡುವ ಹವಾಮಾನದ ಹೊಂದಾಣಿಕೆಯ ಯೋಜನೆ, ಅನುಷ್ಠಾನ ಮತ್ತು ಮೇಲ್ವಿಚಾರಣೆಯನ್ನು ಕೈಗೊಳ್ಳಲು ಜ್ಞಾನ ಉತ್ಪನ್ನಗಳು, ಮಾಹಿತಿ ಮತ್ತು ದತ್ತಾಂಶವನ್ನು ಬಳಸಲು ಇದು ಲಭ್ಯವಾಗುವಂತೆ ಮಾಡುತ್ತದೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಸಂಸ್ಥೆಯ ಸಾಮಥ್ರ್ಯವನ್ನು ನೋಡಲ್ ಏಜೆನ್ಸಿಯಾಗಿ ಬಲಪಡಿಸಲು ಹವಾಮಾನ ಬದಲಾವಣೆಯಲ್ಲಿ ಹೊಸ ಯೋಜನೆಯನ್ನು ಅನುಮೋದಿಸಿದೆ. ಪರಿಸರ, ಅರಣ್ಯ ಮತ್ತು ಹವಾಮಾನ ಬದಲಾವಣೆಯ ಮಂತ್ರಾಲಯವು ಹವಾಮಾನ ಬದಲಾವಣೆ ಘಟಕವನ್ನು ಸಂಸ್ಥೆಯಲ್ಲಿ ಹವಾಮಾನ ಬದಲಾವಣೆ ಹಿನ್ನಲೆಯಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕ್ರಿಯಾ ಯೋಜನೆ SAPCC ಯ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಅನುದಾನವನ್ನು ಒದಗಿಸಿದೆ.

 

 

ಹವಾಮಾನ ಬದಲಾವಣೆಯ ದೀರ್ಘಾವಧಿ ಸಮಸ್ಯೆಯ ದೃಷ್ಟಿಯಿಂದ, ವಿಶಾಲ ವ್ಯಾಪ್ತಿ ಮತ್ತು ಆಯಾಮಗಳ ಉದ್ದೇಶಿತ ಮತ್ತು ಕಾರ್ಯತಂತ್ರದ ರೀತಿಯಲ್ಲಿ ಸಾಮಥ್ರ್ಯ-ನಿರ್ಮಾಣ ಮಧ್ಯಸ್ಥಿಕೆಗಳ ವೈವಿಧ್ಯಮಯ ಬಂಡವಾಳವನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸುವುದು ಮುಖ್ಯವಾಗಿದೆ. 2016 ರಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕಾರ್ಯತಂತ್ರದ ಜ್ಞಾನ ಕೇಂದ್ರಕ್ಕೆ ಹವಾಮಾನ ಬದಲಾವಣೆಯ ಕೇಂದ್ರವನ್ನು ಬಲಪಡಿಸಲಾಗಿದೆ. ರಾಜ್ಯ ಜ್ಞಾನ ಕೇಂದ್ರದ ಉದ್ದೇಶವು (NMSKCC), ಹವಾಮಾನ ಸಮಸ್ಯೆಗಳನ್ನು ಪರಿಹರಿಸಲು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಮಟ್ಟದಲ್ಲಿ ಸಾಮಥ್ರ್ಯವನ್ನು ಬಲಪಡಿಸುವುದು ಮತ್ತು ನೀತಿ ಬದಲಾವಣೆ, ವಿವಿಧ ಕ್ಷೇತ್ರಗಳಲ್ಲಿನ ಯೋಜನೆಗಳು ಮತ್ತು ಕಾರ್ಯಕ್ರಮಗಳಲ್ಲಿ ಹವಾಮಾನ ಬದಲಾವಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಕಡ್ಡಾಯವನ್ನು ಸಂಯೋಜಿಸುವುದಾಗಿದೆ.
